European Chemicals Agency – fully functional

It starts with pre-registration under Article 28 (on 30 November 2008)

August 1, 2008 Enter into force the provisions of Article. 135 on transitional measures notified substances
December 1, 2008 Ends to make semi-annual period of pre-registration (Article 28)

Member States (under Art. 126) report to the European Commission rules on the penalties for failure to comply with REACH

June 1, 2009  European Chemicals Agency presents the first draft list of substances subject to authorization (Article 58.3)

The European Commission publishes a list of national restrictions on the marketing of chemicals.

Is repealed Directive 76/769/EEC on the restrictions in trade of certain chemical substances and preparations.

Cease Minister for Economy and Labour dated 5 July 2004 on restrictions, prohibitions or conditions of production, marketing or use of dangerous substances and preparations and products containing it (including amendments).

Enter into force the provisions of Title VIII and Annex XVIII (Restriction)

December 1, 2010  Registration deadline for substances in quantities of 1000 tonnes / year (Article 23.1), 1 ton / year [if it is classified as a CMR (cat 1 and 2) (art. 5, 6, 7.1, 17, 18, ??21)] , 100 tons / year [if they were classified as very toxic to aquatic organisms (Article 5, 6, 7.1, 17, 18, ??21),
June 1, 2011 Substances of concern contained in the articles must be submitted to the European Chemicals Agency after 6 months after they were placed on the candidate list (Article 7.7)
December 1, 2011 The European Chemicals Agency will draw up a draft rolling action plan, Member States (Article 44.2)
June 1, 2012 The European Commission will publish a report on the operation of REACH (Article 117.4)
December 1, 2012 The European Chemicals Agency will prepare a draft decision on the proposals for testing substances whose registration deadline passed in December 2010 (Article 43.2)
June 1, 2013 Deadline for registration (Article 5, 6, 7.1, 17, 18 and 21) for substances with an annual tonnage of 100-1000 tonnes (Article 23.2)

Member States may maintain existing and more stringent restrictions on the chemicals than those set out in Annex XVII.
By 1 June 2009, the European Commission publishes these restrictions

June 1, 2016 The European Chemicals Agency will prepare a draft decision on the proposals for testing substances whose registration deadline passed in June 2013 (Article 43.2)
June 1, 2018 The next deadline for registration (Article 5, 6, 7.1, 17, 18 and 21) for substances with an annual tonnage from 1 to 100 tons (Article 23.3)
June 1, 2022 The European Chemicals Agency will prepare a draft decision on the proposals for testing substances, for which the deadline for registration is in the June 2018 year (Article 43.2)
